      <description><![CDATA[<div class=ExternalClass3F9DD0A3DB3A4EC9B324A2FFEBCB657E><div>We've seen this over and over again.  A new president takes action during a crisis or to fulfill his promises and, instead of cooperative discussion on the best way to achieve it, the opposing party stonewalls it.  No president can fulfill his promises if half of Congress bulls up to stop it.</div>
